"Alternative energies like wind and solar are still not cost effective, and most agree that they won’t be for a while."

Mass has excellent offshore wind.

On shore wind costs about $0.05 per kWh. Offshore is somewhat more expensive to install, but not extremely more so.

"A 100 MW off shore wind energy facility, in an area with a wind speed of 8 to 8.5 m/s and a capacity factor between 32 to 35, would result in a levelized electricity cost of between 8.5 to 8.9 cents per kWh."

New turbine designs which eliminate the gear boxes promise lower cost turbines and greatly decreased maintenance costs, especially for offshore installations.
